Strong encryption is trivial these days. Any organization that has personal data and does not use it is guilty of malfeasance. The stupid and ignorant and apparently Windows will seem to be always with us. Thus botnets and DDOS attacks will continue no matter what. But the balance of the damage is largely preventable. Simple public/private key encryption systems would go a long way.
